I went south of the speeder pad in Anchorhead into the exhaustion zone between actual mapped zones. It kills you in a few seconds. Way back when the game first came out it would reduce your out-of-combat health regeneration like the description says, and it would kill you after having it for like a week. But that does not seem to be the case anymore, I just caught it for the first time in years and my health regen stats did not change, probably doesn't kill anymore either.
