Tweaking Suppressive Current/Dormant Tremors to enable to old Lightning/TK Rotation

I propose a small tweak to the Suppressive Current / Dormant Tremors ability tree buff for Chain Lightning / TK Wave to make the old Lightning / TK rotation and playstyle more viable again.

Currently, it has the following effect:

"Chain Lightning / TK Wave applies Suppressive Current / Tremors. Your next Force Storm / Forcequake triggers the Suppressive Current / Tremors, dealing additional damage."

I would break the debuff into 4 stacks that deal a quarter of the damage that Suppressive Current / Dormant Tremors currently does and allow them to trigger off of dealing damage with both Force Storm / Forcequake and Lightning Bolt / TK Burst such that the new effect would be the following:

"Dealing damage with Chain Lightning / TK Wave applies 4 stacks of Suppressive Current / Tremors. Dealing damage with Force Storm / Forcequake or Lightning Bolt / TK Burst triggers the Suppressive Current / Tremors, consuming 1 stack and dealing additional damage."

This would fix several problems that exist with the spec:

First, Suppressive Current / Dormant Tremors currently creates an incentive where you want to cast Force Storm / Forcequake and immediately break it since you currently only get the damage boost on the first tick. By spreading that damage over the 4 ticks of Force Storm / Forcequake, players now have an incentive to complete the entire channel.

Second, a lot of Lightning / TK veterans miss the old single-target Lightning / TK rotation where Chain Lightning / TK Wave was not hard-casted. By allowing the next 4 Lightning Bolts / TK Bursts to deal additional damage, you no longer have an incentive to hard-cast Chain Lightning / TK Wave in single-target situations while still getting to deal single-target damage that is far more comparable to what is offered by Halted Offensive / Power of the Force with the added benefit of keeping that rotational AoE. By my rough math, Halted Offensive / Power of the Force should still win out because it can tick Affliction / Weaken Mind, and benefits from Reverberating Force / Clamouring Force for additional critical damage while dealing more damage than a current (4 stack equivalent) Suppressive Current / Dormant Tremors. Furthermore, Halted Offensive / Power of the Force still offers vastly superior burst.

Third, it would fix the issue with DR uptime that currently exists with the Halted Offensive / Power of the Force, though specifically Halted Offensive / Power of the Force should be able to apply the DR and Force Regen buffs like Lightning Bolt / TK Burst can.

The only real loser here is Lightning / TK's solo content build since this may make some trash pulls take slightly longer, but in my opinion, that needs to be addressed directly and can easily be made up by boosting the damage dealt by Force Storm and/or Eye of the Storm / Forceful Retribution (which should replace Lightning Bolt / TK Burst and benefit from the same procs btw).

Again, this should only serve to give Lightning / TK veterans their old rotation back that doesn't require hard-casting Chain Lightning / TK Wave by giving a build that is far closer in terms of damage output compared to hard-casting Halted Offensive / Power of the Force does now. It would not be the strongest single-target build both in terms of sustained and burst. It would not affect PvP balance where Forbidden Knowledge / Mysteries of the Force and Halted Offensive / Power of the Force are clearly superior. Hard-casting Chain Lightning / TK Wave would still be required in AoE situations, which is fine.
