I noticed I was only getting XP for killing NPCs on Coruscant in the first zone about 10% of the time, so I opened a ticket and the CSR recommended a bug report (which I did). While waiting for this to be resolved, I created another character, but experienced the same problem. I guess my whole account is bugged?

It's normal. It's not a bug.

In the early parts of Coruscant, you're likely, these days, to be capped by Level Sync to "effective" level 17 on Coruscant, and most foes in the Migrant Merchants Guild part of Coruscant are only level 10, seven levels below yours. A seven-level difference is so much that you don't get XP for killing them.
