Don't forget that this one is primarily a test of patience, as the balloon will wander around the desert (on a fixed course) at a rather leisurely pace. Basically, as in Steve's link, there's a half buried 'crawler' near the south-west** corner of the Dune Sea map. If I recall, there's a Jawa or someone standing on the crawler. You need to wait there (on top of the crawler) until the balloon comes by, and then jump on the balloon (easy jump).
