SoV story: Once per character or once per legacy?

I see several threads on the forum about Spirit of Vengeance, but none that address this particular topic.

My Jedi Sentinel has the story marker for Spirit of Vengeance, but none of my other toons have it, despite all of them having finished both dialogue quests, "Meeting Jekiah Ordo" and "Checking in with the Avenger."

Is the story content once per character, or once per LEGACY?

If it's once per character, what did my other toons miss to trigger the story content?

Once per character, like all the other non-repeatable missions.

If you don't have it on your other characters, go to your character's class ship and look on the mission console there.
Not really what you think.
To go to Belsavis, you must go to Belsavis.

I was just starting to wonder about that, because my Sentinel is the only toon on which I'd done Echoes of Oblivion. I guess this verifies it then. Thanks.

I hate Echoes of Oblivion because it's rather long and has all those "tightropes" (that's what I call them) to walk, but I guess I need to get around to it.
