The /say command only broadcasts your message to those that are close to your character (I am unsure of the radius). The /emote command is used to describe what your character is doing. I do not RP with others (the extent of my RP is character backstories, etc.), but I assume that the various guilds have their own established ways of doing things. If you join an RP guild they very likely have a tutorial guide that details the various commands, as well as how and when to use them.
