I think the problem lies in accounts where the email has already been entered in the user info. To fix it you have to change the email adress to another (https://account.swtor.com/user/info). When you do this you will get a message that a validation email has been sent to this adress. Go to that adress and validate it as your email adress. After you have done this you can return it to the first adress again, by changing it once more.
