Everything I've read seems to indicate that the pirate incursion event can be done at level 20. I got the weekly and went to Dantooine, but everything to fight is level 70. Am I missing something? Seems like it is for higher level characters, but I could pick up all the quests at level 45.

That doesn't mean you weren't synced. 😉

I have been doing this event since it first started.

Originally, on all my maxed alts on Satele Shan server. More recently, I have been doing it on my 8 new alts on Star Forge server. All my new alts are between level 42 and 44. On that legacy I have achieved Champion reputation with 57 reputation points left to go with the Dantooine Preservation Force to Achieve Legend reputation.

As soon as you hit the ground on Dantooine you should be level boosted to 70. That's how it has always worked.

Boosting isn't working since 7.0 so it's currently not doable for lower level characters until they fix that.
