It seems mastery & power get capped sometimes? What is the max I should have for level 75 PVE? How about FP's & Ops?

It's less random than you make it sound.

 

At level 71+, the full values of your stats are available only in these areas:

* Fleet

* Character personal ships

* Strongholds

* Fleet

* Odessen

* Onderon

* Mek-Sha

* Objective Meridian (Flashpoint from Onslaught)

* Dxun (Operation from Onslaught)

 

Everywhere else, you are subject to Level Sync, where your effective level is capped at 70 or below, depending on the area.

 

Any time your character is subject to Level Sync (it affects any character that's in an area whose level cap is below the character's level), the following happens:

* Your Endurance, Mastery and Health are capped to location-specific values.

* Your Health's cap is somewhat lower than you'd get by calculating from your capped Endurance.

* Your Power is *set* to a specific value depending on the area you are in.

* Your Power is the same regardless of your gear. In the open terrrain on Zakuul, you have 3929 Power even if your character is unarmed and naked as the day he first wore underwear.

* Your other stats are not affected.

* Your abilities and utility points are not affected. (Well, OK, they do/heal less damage etc., but you still have all of them.)
