I'm thinking PVP, ops, etc Yes, it's a legacy-wide achievement bonus, that will apply to all characters all the time. Each of the 5 bonuses will only apply once, though, so when your inquisitor got the bonus from Khem Val, your smuggler will get the +1% accuracy as well, but doing all conversations with Bowdaar will grant no additional bonus.
