2020 says hi as well, but WayOfTheWarriorx's solution was the one for me although I didn't need to and couldn't reset the other quest as I hadn't made any progress into it but buying and using the priority transport made it all activate fine.

had the same problem.

Go to your ship board it the go to the fleet via ur ship then go back to balmora via your ship and exit. This worked for me.

I had the same problem and I have a theory on how it occurs. What i think happens is that the game expects you to enter balmora from the ship, but if you enter from the galaxy map then the game gets fukky wukky and all confused and dosent start the mission. If it happens just go to Dromund Kass, reset, and enter from the ship. Hope this helps

It may be a good idea to sticky this.

 

The quest was made when we all had to trek everywhere.  Hence, you have to manually go to your ship, set destination Balmora (or fly to Fleet and then back to Balmora), exit ship and the quest will be fine.
