Victorious Pioneer's set does stack with the consumable and the event bonus. They're all additive, though. Base XP - X Double-XP event adds 100% - leading to 2.0X Victorious Pioneer (7 Pieces) adds 50% - leading to 2.5X Consumable adds 25% - leading to 2.75X Everywhere you'd normally earn 100 XP, you'll now get 275XP.
