Passive or Active Gear?

Implants & Earpieces are stat-only gear. They have no active effects.

 

Tacticals function like an added passive, and are "always on." They do not click to activate. Check the tooltip description to find out what each tactical does when equipped.

 

Relics may be either passive or active. Passive relics add stats, and may have a "proc" effect that happens spontaneously. Active relics like Primeval Fatesealer (alacrity) or Boundless Ages (power) do have a "click to activate" effect, and may be placed in your quickbars and keybound. Do note that you must still have the relic equipped to activate it. Again, check the tooltips to tell which relics are which.

The game refers to active relics as "On-use" relics, in terms of patch notes and also the Reliquary of Time tactical item which has an effect that is triggered when a player uses an "on-use" relic. Players often call them "clicky" relics because you either need to "click" on their icon on the toolbar or press the keybinding for the relevant slot on your toolbar. You will need to

1) Equip the "on-use"/active/"clicky" relic into one of your two relic slots on your character sheet page

2) Use you left mouse button to click-and-drag the icon of the relic onto an empty spot on your toolbar

3) assign a keybind to that slot, if you wish, under the keybindings tab of the preference menu

4) Profit

 

Just a small clarification to help the OP understand a few synonyms for what they are asking. If you search the forums or web or the theorycrafter discord for information on the relics you will need to recognize those synonyms. More advanced recommendations are located in the spoiler box below:

 

The best relics to equip are ones which are so-called proc relics or what the OP refers to as passive relics. All relics, proc or on-use, have some static stats but some will have a chance to trigger a buff under conditions. Damage dealers and healers generally want to use Serendipitous Assault and Focused Retribution relics, as these have a chance to boost power and mastery, respectively, upon dealing damage or healing. They are often abbreviated as SA/FR relics.

Tanks can use the two static relics by which I mean these only add to shield (Shield Matrix) or absorb rating (Avoidance) and don't require clicking or have a triggered effect. In the case of a tank, having a fixed boost to tanking stats is generally more helpful, though sometimes if you can predict a damage spike about to come from a boss attack, and if it is damage that can be shielded (so, anything but Internal/Elemental attacks), the on-use Shrouded Crusader relic may be useful.

There is a caveat, though, with the healer/damage recommendation as the SA/FR relics only work if you are at or under the level cap of the planet. There is not really a need to worry about this as you are leveling, but once you reach level cap of 75, this will be more important. If you are in an uncapped area or content, namely ground warzones, the planets of Onderon and Mek Sha, the Dxun Nature of Progress operation, and the three newest Flashpoints (Objective Meridian, Spirit of Vengeance, Secrets of the Enclave), then SA/FR are the best relics to equip. If you are being level locked down, pretty much every planet besides Onderon/Mek Sha and all old operations and flashpoints before 6.0, then those SA/FR relics will have no effect on your stats when they trigger. So, in those cases, which is most of the end-game content, the best relics to use are the Devastating Vengeance (which is a triggered or proc or passive relic) and the Primeval Fatesealer (which is an ON-USE relic). If you are heals, you can choose to substitute Ephemeral Mending (which is a passive, triggered/proc relic) for the Primeval Fatesealer. The alacrity rating increase from the Primeval Fatesealer is usually unnecessary for healers because they already have enough alacrity to reach the next threshold or breakpoint for the 1.3 second global cooldown.

Note as well, that it can depend upon what you are doing in the game. Basically, if you are doing lower level content where your stats are capped for level balance**, the passive Power or Mastery relics are of no use since your Power and Mastery are capped. In that case it may be better to use a 'clicky' Alacrity relic.

And, of course, the opposite is true if you are doing level 75 (unbalanced) content. However the overall effect is not that great, so, being lazy and forgetful, I just use a clicky Alacrity all the time. 🙂
