I cannot seem to be able to unlock other rooms on the guild ship.

I have enough Flagship Plans, I have enough credits, all in the guild bank, but the flagship plans is still red, as if not there. Maybe I'm forgetting something, so here I are asking. did I forget to do something ? am I doing it all wrong ?

I even switched GM to another one of my characters, and I see the same thing.

I really did thought I did a search for this, after I posted the question I did a search again, what I was thinking I needed was not right, and not wrong, just read into it wrong (in Game).
