But I still don't know why people are willing to trade 1 endurance for ~1 mitigation on mods/enchancements.

Probably

 

If you can get the better mitigation stats from the same tier, than its better

 

However, as a powertech tank, things like the 78's comm gear's enhancements are better than the 72's optimised gear as its +shield +endurance for a slight drop in defense/absorb, and a lot of our passives run off shield chance.

by trading mitigation for endurance you make your healers work harder. u get a longer time to kill, but you take more damage per second.
