Tactical items should be worked into the new leveling system

Many tactical items feel very similar to the new passives we have to choose from in the new leveling progression system. It feels pretty arbitrary to have them exist as gear items rather than choices to pick from as you level up. Yes, technically you do have a lot more choices available to you for each spec for tactical items, but very few specs, if any, have more than 3 tactical items that are actually viable for endgame content.

 

For DPS, 1 tactical provides sustained DPS, another provides stronger AoE, and 1 is focused on PvP and/or burst. Tank and healer tacticals don't fit as nicely into those categories, but there's generally less than 3 viable options for them anyway.

 

I think it would make more sense to deprecate tactical items in 7.0 and migrate their effects into a single choice in the new leveling progression system. The Swoop Racing event tacticals could easily be replaced with ability unlocks, either via some sort of trainer or by purchasing an item unlock similar to the speeder piloting proficiency item. Alternatively, they could just be removed entirely and players that bought them could be refunded the currency.

From what Chris said in his interview about 7.0, about 10% of tacticals are going to be rolled into the base specs because it wouldn't make sense to have a passive and tactical that do the same thing. He also said that some tacticals will still work in 7.0, others will be removed and replaced by new ones. We'll probably see what's happening with them in a later PTS phase.

Yeah, but that means 90% of them are not getting rolled into the specs. We've already seen many disciplines on the PTS that have tacticals you would expect to get rolled in, like Fanged God Form and Spiteful Saber. It doesn't make sense for any tactical items to exist separately from the new skill tree thing because they're not functionally different in terms of the kinds of effects they grant and no spec has more than like 3 or maybe 4 actually viable tacticals anyway. It's just a weird piece of extra gear for the sake of having extra gear.

It is weird that ones such as fanged god form and spiteful saber haven't been baked in. Maybe that will happen at a later stage with new passives instead of the ability tree choices. I do also agree that it is a bit weird that we will have tacticals and ability tree choices which have a decent amount of overlap. When we originally learned about tacticals, we were told they would open up new rotations by allowing the use of abilities you otherwise might not use in a rotation - this proved false for the most part such as with the two examples above.

 

The tacticals we received didn't expand our rotations with otherwise unused abilities, they merely made the existing rotations better. What would be great is if new tacticals actually fulfilled that promise - or maybe make the tacticals solely utility based instead of increasing damage on abilities you already use? Either way they need to offer something more than what the ability tree options give.
