I don't know if they've ever said it anywhere. But daily and weekly resets has always been like this since the game was released. They're not affected by DST, which means if you live somewhere where you do use DST the times will change for you.

Yes agreed, I make a point out of reporting them for spam, so hopefully Bioware sees it's unwanted. I'd argue the opposite, someone clicking a ref link isn't gonna make them play more, if anything people spamming the links in general is gonna make people more likely to leave general, which means less likely to join a group for something and in turn likely to play less.
