Use Nvidia Inspector. You can't force AA using normal nvidia panel.

Mess with ini or use Nvidia Inspector to edit SWTOR profile. Panel of normal Nvidia profile settings dont have access to adv options that are required to force AA.

Nothing special. Lack of AA is quite normal for game released in 2005... oh wait. But seriously... Forcing AA is not a problem but lack of AA option is quite lame.
