Everything I've read seems to indicate that the pirate incursion event can be done at level 20. I got the weekly and went to Dantooine, but everything to fight is level 70. Am I missing something? Seems like it is for higher level characters, but I could pick up all the quests at level 45.

I've now leveled 4 chars to 65 and completed chapters 1-9 on each. On 3 of them I have noticed that all of my companions have been unlocked in legacy. Before that maybe one or two had been unlocked per character. So, something happened after finishing chapter 9 that unlocked all of them for a particular character. But on char #4 (bounty hunter) they didn't all unlock. So now I can't figure out what the trigger is after you finish chapter 9 that unlocks all of them. Does anyone know? Or is this just a bug?
