How come Legecy Perks dont share for?

I noticed on my alt, that the legecy perks ive unlocked on my main, dont share with my alts Legecy

Does this mean i have to unlock em again?
I walked the Path of Darkness & it scared me to go back to walk the Path of Lightness!

Yes, perks are not shared between characters by design

Legacy perks come in two categories - per-character-unlocks and global unlocks. They're called legacy perks because they become available at certain legacy levels.
