Well now I got proof, showing that isn't the case! So behold!

Luke paused, for he saw something else, as well; something he hadn’t seen before in the Emperor. Fear.

Luke saw fear in the Emperor—fear of Luke. Fear of Luke’s power, fear that this power could be turned on him—on the Emperor—in the same way Vader had turned it on Obi-Wan Kenobi. Luke saw this fear in the Emperor—and he knew, now, the odds had shifted slightly. He had glimpsed the Emperor’s nakedest self.

 

Vader watched Luke. His boy was powerful, stronger than he’d imagined. And still pliable. Not lost yet—either to the sickening, weakly side of the Force, that had to beg for everything it received; or to the Emperor, who feared Luke with reason. There was yet time to take Luke for his own—to retake him. To join with him in dark majesty. To rule the galaxy together. It would only take patience and a little wizardry, to show Luke the exquisite satisfactions of the dark way and to pry him from the Emperor’s terrified clutch. Vader knew Luke had seen it too—the Emperor’s fear. He was a clever boy, young Luke. Vader smile grimly to himself. He was his father’s son.

Palpatine raised his spidery arms toward Luke: blinding white bolts of energy coruscated from his fingers, shot across the room like sorcerous lightning, and tore through the boy’s insides, looking for ground. The young Jedi was all at once confounded and in agony—he’d never heard of such a power, such a corruption of the Force, let alone experienced it. But if it was Force-generated, it could be Force-repelled. Luke raised his arms to deflect the bolts. Initially, he was successful—the lightning rebounded from his touch, harmlessly into the walls. Soon, though, the shocks came with such speed and power, they coursed over and into him, and he could only shrink before them, convulsed with pain, his knees buckling, his powers at ebb.

Luke was perfectly calm. Even his present position did not make him feel tense or strained or unsure, or any of the negative things he used to feel when he first attempted this feat. He stood, perfectly balanced on one hand. He knew the Force was with him. His patient master, Yoda, sat calmly on the soles of Luke’s upturned feet. Luke concentrated serenely on his task and all at once he lifted four fingers from the ground. His balance undisturbed, he held his upside-down position—on one thumb.

When Yoda perceived that Luke was as relaxed as the young student could be at this stage, he made the tiniest of gestures. As he did, the two seeker balls above his head shot toward Luke, firing stun bolts as they moved. In that instant Luke sprang to life and ignited his laser sword. He leaped to his feet and, with pure concentration, began deflecting the bolts as they spun toward him. Fearlessly he faced the attack, and moved and dodged with extreme grace. His leaps into the air, as he jumped to meet the bolts, were higher than any he had achieved before. Luke wasted not a single motion as he concentrated only on every bolt as it sped by. Then, as suddenly as it had begun, the seeker attack was over. The glowing balls returned to hover on either side of their master’s head.

Luke felt that he was definitely progressing. He ran through the jungle—with Yoda perched on his neck—and leaped with gazellelike grace over the profusion of foliage and tree roots growing throughout the bog. Luke had at last begun to detach himself from the emotion of pride. He felt unburdened, and was finally open to experience fully the flow of the Force. When his diminutive instructor threw a silver bar above Luke’s head, the young Jedi student reacted instantly. In a flash he turned to slice the bar into four shiny segments before it fell to the ground.

Luke reached out. The Force was here, as it was everywhere, and it was no harder to touch deep in space than it was in the swamps on Dagobah. He let it fill him. The TIE fighters suddenly seemed to be moving slower. Luke’s hands flew over the controls; he moved the stick with sharp and precise movements. Swung to his starboard and lit the lasers, double-tapped the fire button.

Lines of fire lanced out and shattered one, two of the four TIE fighters. The explosion spat a hard spray of wreckage at him as Luke looped away. Shards of the destroyed TIEs sleeted against the X-wing’s transparisteel canopy, a meal and plastic hail.

For the first time, the thought entered Vader’s consciousness that his son might best him. He was astounded by the strength Luke had acquired since their last duel, in the Cloud City—not to mention the boy’s timing, which was honed to a thought’s-breadth.

There was more I could have posted, but didn't wanna make this already long post, longer....so here is just some proof showing that before the end of ROTJ and on ROTJ Luke wasn't a weak jedi he was fully trained.

But what you fail to realize yes he was a fully trained jedi KNIGHT.

 

He wasn't a full master yet. Granted he was strong in the force and could control it to a degree. But if he had simply tried to take on palpatine instead of fighting his father first, he'd of lost and lost HARD.

No I realize that, I wasn't saying he was a Jedi Master. I was pointing out that he was a fully trained Knight.

Luke never deflected the force lightning in the film. He immediately went down. This isn't canon.

The books are considered canon. Probably something that Lucas forgot to "fix" when he went and kept changing the movies. Besides, the way I read it he stopped it for only an instant before he got overwhelmed.

You could also imagine it happened off-screen when the camera was focused more on Palpatine and the like rather then Luke, a book can cover more then a movie can.

G-canon is George Lucas Canon; the six Episodes and any statements by George Lucas (including unpublished production notes from him or his production department that are never seen by the public). Elements originating with Lucas in the movie novelizations, reference books, and other sources are also G-canon, though anything created by the authors of those sources is C-canon. When the matter of changes between movie versions arises, the most recently released editions are deemed superior to older ones, as they correct mistakes, improve consistency between the two trilogies, and express Lucas's current vision of the Star Wars universe most closely.
