Rested XP

Okay, so on my character I am currently at level 48, and have a ton of rested xp. Is there some way to cash it in all at once? If so that would help me out a lot, and if not then there should be a way=-p

Not how it works. Rested xp gives you double the xp you would normally get from killing mobs. At level 48, you should head straight to Illum and do the dailies there, then head to Belsavis and do those too. They are easy enough you can do them at lvl 47 in blue gear. And they give so much xp, I went to Illum as soon as I hit 47. Did one circuit that day. And did it again the next day, and hit 50.
Each quest gives about 25k xp for the mission. About 13k for the bonus mission, plus double xp for kills. You should reach 50 in just a few hours doing that.
