Im not sure what you are asking, but yes, you should be around lvl 16 before you get the ship. I suggest doing more quests/pvp/space missions.

It doesn't matter what level you are when you get your ship but you are going to want to make sure you are level-appropriate for any planets you visit or you won't be able to do any quests.

You get your ship (and all of your companions) based on your class quest, and nothing else. There is nothing wrong with getting your ship early, just know that the next planet you go to (Balmorra) is designed for levels 16-20, so you might want to stay on Dromund Kaas a few more levels. You don't have to, but things will be easier if you do - unless you and your friend are going to be running as a pair.
