Hey I am just wondering if the end of quest reward gear is based on your current level or is already predetermined. For example if my 65 sith marauder did a heroic on tatooine would they get a 208( or something close to it) item? Or would they just get the gear level associated with that planet?

as a level 65 you won't receive gear you will get given alliance crates that give you empty legacy gear shells and some other stuff

 

at LVL65 the only way to upgrade gear is to do KOTFE to get green gear then do dailies, flashpoints, operations, or the eternal championship to get purple gear 208/216/220/224

The heroic rewards at 65 are credits, Alliance Crates and common/glowing data crystals.

Those data crystals can be traded for armor sets on the fleet (in the "Supplies" section, iirc.

Common crystals for 208 rated armor, Glowing crystals for 216, but you will need around 1300 crystals for a full set in each case, and while the 208 armor is good, the 216 is not BiS gear, so once you are fully kitted out in 208 gear it would probably be a better idea to concentrate on running Ops to get kitted out in 216s.

1-61 you get level appropriate gear (see http://tor-fashion.com/4-0-mission-rewards/ Heroic Mission Box) after 61 you get Alliance Crates (same url - Alliance Supply Crates) and some credits

while the 208 armor is good, the 216 is not BiS gear

It may not be BiS, but the 216 is still better than the 208. (And of course the 216 is not BiS - at the very least, you can get 220-rated gear with the top-tier crystals.)
