You cannot assign stat points like you could in KOTOR, no. But... It works like this. You have your base stats that are predefined. On top of them you can add bonuses. You do that by wearing gear. (Armor, Weapons, etc.) When you level up you also gain minimal stat increases. Some skill trees also allow you to change your stats. And the last way to do it is by finding datacrons, which give you a permanent boost to your stats. However the biggest change comes from gear and that is how you change your stats.
