I reckon though in the future theyll put up free transfers because some servers are so empty that its simply undoable to do any heroic +4, fps or ops without a guild with active member of diverse roles. And to limit the transfering so people dont use it too much that certain servers will go empty, they can ask a fee. The same method that wow uses for that would also work here.
