So issue is stuck at 96.99% ?

Try deleting the bitraider folder and start the launcher, if that fails try changing dns servers - http://answers.microsoft.com/en-us/w...c-eefca5d278d0 have seen a few solve changing dns recently

Edit - this one was stuck on 99.93% - http://www.swtor.com/community/showthread.php?t=732132

Blocking COMODO antivirus solved that too. Deleting and adding the game to the exception list did not. So if I want to play now, I have to block my antivirus. This feels pretty unsafe.

Talk to Comodo to sort the issue is my best guess, swtor isn't the one blocking

Was similar issues with Bitdefender a few months back , Bitdefender sorted it with an update to the best of my knowledge.

I use Trend Micro myself and don't even need to add exceptions for swtor, mind when I played ESO beta it stopped their launcher updating
