Accuracy: Defense = dodge or armor?

Everywhere i look i hear that accuracy reduces defense, so people think its armor pen. But strictly by wording, defense is armor in WoW, and Armor is armor here, and here Defense is dodge.

So does accuracy reduce Defense (dodge) like it says in the tooltip, or does it reduce Armor like people think (but doesnt say so)

It increases your chance to hit, which in effect acts against your target's "dodge" rating. The avoidance stat in this game is called "Defense Rating," and it's the same concept as dodge rating in other games.

ahh awesome thanks, do you also happen to know how much avoidance hardmode flashpoints and normal/hard operation bosses have?

Question for the developers: Does actual dodging (moving left or right) and/or increased speed reduce hits (in PVE)? For instance, I've notice I never take a hit during a force leap and 'seem' to take less damage if I keep moving. The same on speeders- faster speeders take fewer hits and dodging seems to enable me to get away more often than moving in a straight line. So is there something built into the engine which affects NPC targeting/accuracy based on actual character movement?
