adaptive armor?

Whats the difference with a artifact that is moddable labeled "adaptive armor" and the modable orange/artifcat armors not labled "adaptive"?

Adaptive ones will 'upgrade' to the armor type your class uses. So if you use Heavy armor, that armor will adapt to be Heavy instead of Medium or Light. The Orange/Purple non-adaptive ones do not upgrade so if you use Heavy and equip a "Light" armor you wont get full benefit.

Basically a god send for social armors. Originally they were all Light Armor, which meant Inquisitors and Consulars really only benefited modding and wearing them. Then along comes "Adaptive Armor" and viola, my Trooper can now effectively run around killing things dressed up like a sand person!

It was also pretty much required to implement legacy armors.

None of that answered your actual question because well, the above poster answered it well enough. The base armor value (determined by armor type) changes to the best you are capable of equipping. An adaptive orange robe worn on a Consular will have light armor value, the exact same robe worn by a Trooper will have heavy armor value, and naturally when worn by a Sentinel (they're still limited to medium right?) or Smuggler it would have medium armor value.
