They are specific and they are located on various planets. I know Tariis, Balmorra, Belvasis and I believe the Ortibal Station on Ilum for Republic has some not to mention if you have a security key there is one or two there. Subscribers can automatically customize their crew members provided they have the customization kits, the item you bought is to give preferred/ftp players that option.
