I've Re-ed 20 skill barrels in a row (had all of them in my inventory) and didn't get anything. Surely, can't be that unlucky with 20% chance - the probability of that is 1.3%. I've used barrels directly from arkanian gear, from fp off-hand drops even barrels crafted by someone who has the schematic.
