I heard there was a vendor that would allow me to buy another, but he/ she seems to have disapeared. Is there any way to get this item back?

If you were still in game, you could have (I believe) bought it back from the vendor. If you've logged out from when you sold it, it might be gone for that character. I'd contact Customer Services in game and see if there's anything they can do. Edited December 15, 2011 by umbralwarrior

just make a new character and send yourself a new one. simple. they are account bound.

I am not in game yet, but if you sold it to a vendor during the beta you could go to the "Buy Back" tab and, err, buy it back.
