No, the CE came with Malgus because he was the end game villain for the base game. It would be like if a Collector's Edition of the original game included Darth Malak... would you complain that it didn't include Master... um damn the yoda-species guy? Second, how is it "clearly" shown that the developers are all Pro-Empire? At least give examples to back up your claims, as what's "clear" to you isn't clear to everyone.
