I have a level 61 character and am not getting the link to start the Knights scenario. In the past it was automatic. What do I do now go get started?

My companions are doing nothing and I am sitting on the floor of the fleet canteen foe 10 minutes. I m still flagged. I tried playing in open world for over an hour and that did not work. I did get killed several times.

I am told to proceed to the Valcan Spacedock. According to the Map when in the imperial fleet I am in the Valken Spacedock. I can find nothing that tells me where to go from here? what have I done wrong?
