i have nothing on the background only a anti virus everything off not low are my specs low for medium or for this game ? or what

Hello , i just started playing everything on medium and 1080 p is the resolution my fps is worse even on low its under 20 sometimes if i am lucky sometimes i get 70 out of no where i dont what it is is it my computer or something else here my pc specs. cpu : AMD Athlon II X2 240 Processor 2.8 ghz ram: 6 gig Os:Microsoft Windows 7 Ultimate Edition Service Pack 1 (build 7601), 64-bit Graphics card : ATI Radeon HD 5670 gddr 5 3 gig i hope somebody cann help me
