You can easily keep threat at 10 even 30 meters if you must as a vanguard tank. It may not be optimal dps but I can be done quite easily and effectively if necessary.

I'm in a mix of rakata and chamion ( still missing offhand,head,legs,relics,gloves) 51 valor rank and I pvp as a tank. I usually top damage. But I also do that on my alts. Not everything in pvp is about gear. You can have all the gear you want and still not be any good.

We had this happen for us on SOA for everyone but one member of the raid. Quite annoying.
