Most if not all ark gear crafted are Bound on Pickup. basically a bonus to person choosing that skill.

can get from the hard mode flashpoints sure it was the level55 that had them. then you need to be a artifice for Hilts/enhancements, Cyber for mod/armoring, strip & RE them. or like previous person said, I think it's the elite comm gear, that as the rank69(30's) so buy gear & strip. Good Luck

It's understandable that ones that reuse will do slightly less than ones u have to keep buying. also when it comes to damage pay attention because any fire + damage in skill tree should effect damage so if 1 person post damage & someone uses a different skill tree set up, then it's most likely damage would be different.
