Its actually possible to beat the 3rd bubble. However you need alot of dmg and we dont manage to do that reliably. Revenge here. -

Are you talking about the event heroic quest? Though i am not sure how this is supposed to work, since a low lvl toon gets almost no exp if he is in a group with a high lvl player.
