If that's the case, then why the heck would the producers say they would make an update that would give the players same-sex romances? it doesn't make any sense

I read so much about same-sex romance options with your companions and how it will be put in the game in the future. This game has been out since the holidays of 2011 and there have been plenty of updates. How come I still can't flirt or have a romance scene with one of my female companions as a female character? When is this update going to show up and is it really going to happen??
