Not knowing if that driver is a bootcamp one or is one installed from AMD directly, presuming it works 100% then maybe try something like mithersonians settings in the following thread

Wont hurt to apply this directx redist either - http://www.microsoft.com/en-au/downl...s.aspx?id=8109

Tried the settings, no different. Also, it asked me where to put the Direct X 9 file, not sure where that goes. The driver is new from AMD.

The directx file you just download it and install it

try adding the below settings in the spoiler to the client_setting file and then adjust up from there

Ones that exist simply match up and if they don't exist , just add them to that section

No different. I've even tried setting the resolution to the minimum... 600x800 still get the same frame rate. I really don't think it's the graphics card. Again, I get 100 FPS on the character select screen and the GPU is maxed at that point, using GPU-Z and GPU shark. Once I load the fleet, or planet, or ship or whatever, it goes to 0% and I get crappy frames. 75ms server lag though. It's really frustrating.

correction: I just got 40 FPS on my trooper's ship! That's it though, I've tried a few random planets, but no change.

as soon as I start fighting my dummy, goes right back to 10FPS

I'm out of ideas I'm afraid , short of trying an older video driver, and ensuring heat throttling isn't occuring

How could I check that?
