How does it snow on a planet that is perpetually frozen.

I mean how does it snow when there is no water vapor to produce clouds that could provide snow.

Perhaps it was once a water covered planet that was thrown out of it's normal orbit. So now it neither snows nor melts as it is perpetually frozen.

The effects on the planet it is snowing, and there is snow in all of the buildings in the corners and on the floors.
