I don't really care so much about titles, but this one I'd really like to use behind name. Sadly it isn't in the game! IMO it would make so much sense for those who sided with him at the end of agent's chapter 1.

Any idea why it's not in the game?

It was in beta, and they removed it presumably because it was a spoiler.

I would have preferred to get either Cipher Agent or Hand of Jadus depending on my choices.

My operative, as the Hand of Jadus, doesn't identify as a cipher agent. My sniper on the other hand is a cipher agent who took Jadus down.

I'd give up my Cipher Agent title for the Hand of Jadus title in a second.

Likely because of spoilers, similiar to "[NAME], the Emperor's Wrath". I still would love to have it though, it's such a nice title.

Those type of titles will exist in any online game 'kingslayer, etc.'

It's silly to remove titles that a class earns and are constantly referred to, like the wrath or hand titles. Especially when you have general chat players who will ruin full storylines for new players on the starter planets before they realize what titles are. In any case, you still don't know how the player with the title obtained it or if it was necessarily given directly by the patron.
