Checking the resource monitor, it appears the disc is spiking the highest at the time of the stutter.

I updated my bios as was mentioned. I'm noticing a lot less frequent spikes and it doesn't seem to be degrading near as fast. This is after all the mentioned changes.

My disc is a Western Digital 7200rpm 500gb by the way if that helps at all.

Saw a post recently saying he had to replace the drive for that exact reason , will go looking for it and link it here

That would be unfortunate. I've only had this particular drive for less than year. Luckily. they aren't too expensive.

I'll give it a try once I get some cash. Thanks!

I am not saying that this is your issue, i am just reporting what another player has posted with similar issue.
I cannot say that will even fix your issue so please keep that in mind.

Bios settings and different motherboard sata chipset setups can create what he saw as well
