Even if it did, if you hated that skunk stripe on what would otherwise be a decent gear piece, would you pay for a black dye module every time you wanted to wear that outfit on one of your toons or toss it on a comp? As you know, right now the Nightlife event is going and it is pretty easy to win cartel certificates which can be used to buy the primary or secondary black dye modules. They can't/won't modify an already existing outfit, as people have already bought it. What you can ask for is a different version, a classic version, like the did for other outfits.
