I'm fairly certain that Marr has been on the council longer so if it came down to a duel he'd have more support. Ravage is most likely close to Marr in terms of power but has served a shorter term so people might be slightly more hesitant to back him up. Also, it seems worth mentioning that Marr is the de facto leader of the Council, Ravage himself differs to him an example would be (Major spoiler for the SI storyline) When Nox defeated Thanaton and was promoted. Ravage protested saying s/he was only a lord. Marr promoted s/he and Ravage didn't argue further. In all cases, it does seem most likely that Marr would win.
