Also, what is your issue? Are you just needing general knowledge? Or, do you have a specific question. Are you referring to the mod rank, the armor rank, the name rank (classic, basic, elite, and etc), or... You're very vague as to what you're looking for making it overly hard to respond.

PvP also has 2 tiers that rotate every once in a while. They all have the same set bonus, but the set bonus is different than PvE:

OLD:

1.7 Tiers:

Normal PvP: War Hero (now has same stats as Campaign gear)

Ranged PvP: Elite War Hero (now has same stats as Dread Guard)

2.0:

Normal PvP: Partisan: Same rating as Campaign / War Hero

Ranked PvP Conqueror: Same rating as Elite War Hero / Dread Guard

Current:

Normal PvP: Conqueror

Ranked PvP: Obroan: Rating is between Basic and Arcadian.

I think I mean Basic, Ultimate, Elite,Classic and Ranked PvP Armor.

Classic = Campaign / Dread Guard Relics = Classic Vendor

Basic = Black Market / Arcanian = Basic Vendor

Elite = Underworld / Verpine = Elite Vendor

Ultimate = Dread Forged / Oriconian = Ultimate Vendor

PvP = Conqueror = PvP Vendor (the one next to the Ranked PvP Vendor)

Ranked PvP = Obroan = Ranked PvP Vendor

An "armor tier" usually consists of sets of armor (for each class and/or role) that is of a specific level of quality (better and better overall stats). Armor tiers do not really come into play until "eldergame" (at the level cap) because it is at that point that the only way to improve your character(s) is through gear. As you progress through the eldergame content (Hard Mode Flashpoints, Story Mode and Hard Mode Operations), the quality of the gear increases; the stat allocations on each piece of gear goes up.

Lower end tiers can be acquired fairly easily by consistently running Hard Mode Flashpoints (four person group content), but to get higher tiers one either must spend a LOT of time running Hard Mode Flashpoints or engage in eight man and/or 16-man operations.

Everything up to and including the second best tier is also available for sale on the GTM. Other players craft pieces of gear one can buy.
