Also how about giving us an execute ability. They don't even need to go to any great lengths, they can allow us to use what executions we already have, only on players at or below 30% health:

Cheap Shot/Eviscerate: Deals a cheap shot to a vulnerable target, dealing 2197 - 2259 kinetic damage to weak and standard targets, and 1557 - 1619 kinetic damage to strong targets. Only usable on incapacitated targets.

Headshot: Fires a carefully placed shot that deals 926 - 1208 weapon damage to weak and standard targets, and 756 - 949 weapon damage to strong targets. Only usable on incapacitated targets. Shares a cooldown with Cheap Shot. Fires both blasters if dual wielding.

Buff the damage a little bit to make it deal the same damage as other classes executes, but remove the requirement for only on incapacitated targets, make it 30% or less on players.

Also, make them require 2 stacks of Upper Hand to execute.

This is a good idea. Two Upper Hand stacks make it a bit too restrictive though; maybe make it just cost energy or something, or one Upper Hand, and drop the cooldown to 10 seconds or so, put it in line with other peoples executes.
