The Classic comms armors are 146, but provide a set bonus. What level of armors should set bonus be given up for just the "raw" stat increase?

What class?

WARNING - THE FOLLOWING POSTS ARE IN REPUBLIC TERMINOLOGY. ALSO USES OUTDATED SYSTEM. USE THE FOLLOWING TRANSLATION FOR ARMOR NUMBERS
61 = Campaign
63 = Dread Guard (top level 50)
66 = Artifact: Rating 156
69 = Arkanian: Rating 162
72 = Underworld: Rating 168
75 = Kel Dragon: Rating 172
78 = Dread Forged: Rating 180. Alternatively 78 = Oriconian if ignoring set bonus, same rating.

Cause if tanking, the 61 4-piece set bonus is better than the 78 non-bonus armoring
If healing, the 61 4-piece set bonus is better than the 78 non-bonus armorings for commandos, though scoundrels and sages can work perfectly fine with just the 2-piece. The 2-piece is still better than the 78 non-bonus ones though.
If DPS-ing:

Jedi Sentinel - As far as im aware, the old bonus was crap. So get yo 78 armorings, until you get arkanian armorings.
Jedi Guardian - the 2 and 4-piece bonus is good enough to outdo non-bonus 78 armorings, especially if running focus as it reduces the cooldown on combat focus and the minimum range for saber throw.

Jedi Sage - 2-piece bonus is amazing, especially as balance or hybrid. The 4-piece isn't necessary, but is a bit of a side-grade
Jedi Shadow - Get the 4-piece. The Huge crit chance boost is definately worth it.

Scoundrel - 2-piece bonus is great, 4-piece bonus is useless. Get the 2-piece bonus
Slinger - 2-piece bonus is great, 4-piece bonus is almost useless (though works in lethality). Get at least the 2-piece.

Vanguard - Get the 4-piece. 61s 4-piece (8% extra HiB Damage) > 78's 0-piece
Commando - The 4-piece bonus is better on the classic set than the 4-piece bonus on the new set. So much so that using a 4-piece of 63s does more dps in gunnery than a 4-piece of 75s, and as much as a 4-piece of 78s. Note this is in gunnery, if you run assault then the 4-piece commando bonus is absolutely worthless and you should just use assault in this situation.

Overall, depending on whether or not the 4-piece is worth it depends on whether or not you are going to use 2 classic pieces, or 4, for a set bonus. Though always prioritize at least a 2-piece (and in some cases, you can combine the old 2-piece with new ones, e.g. Scoundrel Heals). Unless you have a sentinel. If you are using a sentinel the 2-piece is average at best until arkanian, in which case the 2 and 4-piece bonus's are amazing and should be prioritized.
