What does scale-able gear mean exactly?

HK-51 is supposed to have scale-able gear, but its obviously broken ATM. What i want to know is when its fixed, is HK's gear locked in at whatever level u get him at (for your alt)?

Example
Unlock HK on my level 1 via CC. HK's gear is level 1. When I advanced to level 2, does HK's gear scale with the level? or only with the level acquired?

I think it's meant like that:

When you unlock HK on a lvl-5 char he has lvl-5 gear. To make him better you have to give him new gear.

When you unlock HK on a lvl-25 char he has lvl-25 gear. To make him better you have to give him new gear.

When you unlock HK on a lvl-45 char he has lvl-45 gear. To make him better you have to give him new gear.

In pother words: His gear is scaled once on unlock to your chars level, but from there on you have to upgrade him like all other companions too.
