Huttchew
The Space Ministry is responsible for distributing information on hyperspace travel, including recent astrogation data and laws and regulations. They presumably work closely with BoSS. It maintains astrogation data for most of the galaxy but neglects Wild Space, Deep Core and Unknown Regions, for which the premier source of information is the otherwise obsolete Hyperspace Navigator's Guild . The Space Ministry handles spaceport certifications and inspections and handled travel and carriage permits for everything, like restricted cargo or restricted alerts. For a nominal fee astrogation updates are available from a Ministry office or could be downloaded to a starship's navicomputer as a standard part of docking procedures at many spaceports. Likewise the Ministry could also routinely upload and collect for analyses route and sensor data from those navicomputers which they add in new updates. The Hyperspace Navigator's Guild is responsible for the discovery and establishment of new hyperspace routes for safe travel across the galaxy. Scouts attempted to discover new routes and the Guild rewarded them for that information after which the process of verifying the safety of that route began and the Guild invested large amounts of resources and time to make sure the route is safe and remain in existence for a long time. Once a lane is verified the Guild would pass on the information to the Space Ministry from where they are distributed across the galaxy. The Republic Astrogation Survey Team is one part of Sience and Culture Administration ( a part of the Republics bureaucracy). It is the scout service for the Republic and use Vaya-class scouts and more bulkier deep space explorers. Scouting missions typically lasted 3 to 6 months and returning ships downloaded their data into the Administration's publicly searchable databanks on Coruscant

Due to manpower shortages the Republic Militaryhired them with the intention to hold Denova and it's Baradium from the Sith Empire. However, despite their reputation, they went rogue and turned agains the Galactic Republic. House Bayliss seems to be on both sides, you come across references in game to them being allies of House Thul and Allies of House Organa, my personal guess is that between stories they swapped sides, but I wouldn't like to guess which way the swapped.
